Excess balance in the GST cash ledger: refund it or transfer it

Paid more cash than you needed, or under the wrong tax head? Decide whether to keep, transfer or refund the balance, then file PMT-09 or RFD-01 and check what happens next.

A balance left in your electronic cash ledger after paying your dues can stay there for future payments, be moved to another tax head or GSTIN with Form PMT-09, or be refunded to your bank through Form RFD-01. CGST Act, section 49(6); CGST rules 87(13)–(14) and 89(1).

A service exporter can end up with such a balance after depositing more than it needed to pay reverse-charge tax on imported services, or after depositing under the wrong tax head. This is separate from a refund of accumulated input tax credit (ITC) on exports, which comes from the credit ledger.

Choose what to do with the balance

Your situation Route
You will owe tax under the same head soon Leave it in the ledger and use it for the next payment
You deposited under the wrong head of your own GSTIN Transfer it within the GSTIN with PMT-09
Another GSTIN of your business, on the same PAN, needs the money Transfer it to that GSTIN with PMT-09
You want the money back in your bank account File a refund in RFD-01

You do not have to claim a refund. GSTN’s ledger FAQ says the amount can stay in the ledger and be used for any future liability. GST portal: electronic cash ledger FAQ, questions 8 and 12.

The ledger keeps each amount under a major head (integrated, central, State or Union territory tax, and cess) and a minor head (tax, interest, penalty, fee and others). Money under one major head cannot pay another head’s liability. An amount under “tax” cannot pay interest under the same major head either. To use such an amount, transfer it first.

Move the balance with PMT-09

Within your own GSTIN, you can move an amount from any major and minor head to any other combination, but not to the same one. For example, integrated tax (tax) cannot go to integrated tax (tax).

To another GSTIN registered on the same PAN, the portal allows transfers only under integrated tax and central tax. It refuses the transfer if you have an outstanding demand that is not stayed, with the message “This facility is not available to taxpayer against whom liability is outstanding.” GST portal: PMT-09 FAQ; CGST rule 87(14) and its proviso. CA Abhas Halakhandi posted when the portal started allowing these transfers, in March 2023.

  1. Log in at gst.gov.in and open Services → Ledgers → Electronic Cash Ledger.
  2. Select File GST PMT-09 for transfer of amount (within same GSTIN) or (to different GSTIN on same PAN).
  3. Choose the head to transfer from, the head (and GSTIN) to transfer to, and the amount. Use Add Record for more than one minor head.
  4. Preview the form, then file it with DSC or EVC.

The portal generates an ARN and updates the cash ledger once the form is filed.

File the refund in RFD-01

Before you start:

  • File every return that was due on or before the date of the application, including the latest GSTR-3B. The portal shows an error and does not let you file otherwise. GST portal: refund application manual.
  • Complete Aadhaar authentication for the registration if it is pending; rule 89(1) makes the application subject to rule 10B.
  • Check that the bank account on your registration is correct. GSTN sends it to the Public Financial Management System (PFMS) for validation when you file. GST portal: refund status FAQ, question 5.

Then:

  1. Open Services → Refunds → Application for Refund.
  2. Select Refund on account of excess balance in cash ledger.
  3. The portal shows your cash-ledger balance by head. Enter the amount to claim under each head. It cannot be more than the balance in that head.
  4. Upload supporting documents if you have any. The portal accepts up to 10 files of 5 MB each. No statement or Excel utility is needed for this category.
  5. Preview the application, then file it with DSC or EVC.

The portal generates an ARN and debits the claimed amount from the cash ledger. A saved draft is deleted if you do not file it within 15 days. GST portal: refund FAQ for the cash ledger, questions 1–6 and 13–14.

You do not need the declaration or CA certificate on passing on the tax incidence (unjust enrichment) for this category. CBIC Circular 166/22/2021-GST, issue 2.

Is there a time limit?

No. CBIC has clarified that the two-year limit in section 54(1) does not apply to a refund of excess balance in the cash ledger. Circular 166/22/2021-GST, issue 1. The portal still shows its general notice that it does not check the two-year limit, and that keeping to it is your responsibility. Keep a copy of the circular with your working in case the date is questioned.

Is there a minimum amount?

The Act says no refund is paid if the amount is less than ₹1,000. CGST Act, section 54(14). CBIC applies that limit to each tax head separately. Circular 125/44/2019-GST, paragraph 60. GSTN’s FAQ for this category says there is no minimum.

If a head has less than ₹1,000, use it for a future payment or move it with PMT-09 instead of relying on a refund. For example, ₹4,000 left under integrated tax and ₹600 under central tax: claim the ₹4,000, and keep or transfer the ₹600.

What happens after you file

Step What to expect
Acknowledgement The portal issues RFD-02 itself for a cash-ledger claim; the 60-day processing period runs from the filing date
Scrutiny The refund officer processes the claim. A notice proposing rejection comes in RFD-08, to answer in RFD-09
Order and payment The sanction or rejection order is RFD-06; payment to your bank is ordered in RFD-05
Late refund Interest under section 56 is due if the refund is not made within 60 days of filing
Amount rejected It returns to the cash ledger by a PMT-03 order once you undertake not to appeal, or once an appeal is finally rejected

CGST rule 90(1); rule 92; GST portal: refund FAQ, questions 15–16. For the interest calculation, see interest on a delayed GST refund. If the officer rejects the claim, see what to check in an RFD-06 rejection.

Proposed change: an automatic refund

The GST Council recommended on 8 October 2026 that a refund of excess cash-ledger balance be sanctioned in full by the portal, without an officer. It also recommended applying the ₹1,000 minimum to the total of central, State or Union territory, and integrated tax, instead of to each head. Both need amendments to section 54 and the rules. GST Council press release, paragraphs 6.1 and 6.2; Council FAQ, questions 18–19.

As of 22 October 2026, neither change has been notified. File under the current process described above. See the Council’s refund changes for service exporters.
